Job Description

FIELD & DATA MANAGEMENT TECHNICIAN (KAUAI NARS) – ID# 16633.

Pacific Cooperative Studies Unit.  Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Division of Forestry and Wildlife (DOFAW) Natural Area Reserves Program, located on the Island of Kauai.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE:  $2,372-$4,548/Mon.

DUTIES:  Implements field and data projects within the Kauai Natural Area Reserve System (NARS).  Plans, coordinates, and implements various resource management and monitoring activities associated with non-native plant removal, feral ungulate control, and restoration for the Natural Area Reserve program. Establishes and monitors transects to evaluate forest recovery and plant distribution. Collects and analyzes technical field data. Inputs and maintains Kauai NARS program database and Geographic Information System (GIS) program, downloads and organizes Global Positioning System (GPS) data, enters field monitoring data, organizes data, and produces maps and reports. Conducts plant monitoring and control throughout the NARS and other natural areas with emphasis working in NARS exclosures. Trains lower level staff in natural resource management techniques. Coordinates and leads PCSU technicians, assistants, interns, and volunteers on NARS service trips. Interacts with public to disseminate information about the NARS program. Responsible for general program support duties.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Biology, Botany, Resource Management, Environmental Science, or a related field.  EXPERIENCE:  At least one (1) year of field experience working in natural resource management or closely related field. Must have at least one (1) year prior experience supervising paid staff and attendance in supervisory training programs.  ABIL/KNOW/SKILLS:  Knowledge of native Hawaiian flora and fauna and threats from alien species.  Working knowledge of the principles of ecology and wildlife biology.  Knowledge of and/or expertise in field work techniques and data collection/management. Ability to read maps and aerial photographs and use map and compass to navigate in dense forests.  Ability to use GPS as well as GIS for analyzing geospatial data, to document features, work locations, and transects.  Ability to take detailed field notes and develop systems for data collection.  Ability to lead volunteers and to coordinate field projects and data collection.  Ability to use PC and Microsoft Office (Word, Excel, PowerPoint) and have strong ability to learn to use database programs (Microsoft Access).  Ability to write work summary reports.  Ability to identify native Hawaiian plants and alien weed plants.   Ability to work with small mechanized equipment in a safe manner.  Must possess a valid driver’s license and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission.  Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete basic helicopter safety course within six (6) months from date of hire.  Must be able to complete pesticide safety course within twelve (12) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to hike, camp, and work in remote areas and rugged terrain under inclement weather conditions, for up to five (5) consecutive days.  Able to backpack and lift and carry up to sixty (60) pounds assisted. SECONDARY QUALIFICATIONS:  Field experience working in the Natural Area Reserve System conducting active resource management to protect ecosystems and/or with control of alien species.  Knowledge of ArcPad software and using Microsoft Access databases.
