The PITI Program Manager is responsible for regional activities within the Pacific (Honolulu) Regional Office, with specific activities of the Pacific & Virgin Islands Training Initiatives (PITI-VITI). The PITI-VITI program offers a broad range of financial management, FMIS and applied management training for insular Pacific government leadership, managers, analysts, technicians and mid-level managers.
- PITI Program Development: Actively promotes and develops the PITI program with project constituents, including the Department of the Interior’s Office of Insular Affairs, as well as other federal officials, client governments, regional institutions, Graduate School USA staff and faculty. Responsible for promoting the project with assigned client governments, establishing and maintaining effective partnerships and regularly liaising with government officials and local institutions, and providing leadership and expertise in determining training requirements, priorities, and local resource requirements for program delivery.
- PITI Program Management: Performs and manages needs assessments, works with client governments to develop annual training and performance plans, develops new programs to meet client needs, manages training development and delivery, special programs, and conducts evaluations and project reports.
- Training Management: Manages course development, delivery and evaluation; recruits, hires, orients and evaluates faculty; manages the delivery of training and consulting services and programs. The project requires comprehensive, customized training programs that effectively meet insular government training needs. Determines the specifications and scope of work for instructors and consultants to meet training delivery requirements at assigned project sites and arranges/negotiates with instructors/consultants for on-site courses. Briefs instructors on project requirements and provides orientation. Monitors and evaluates consultant performance and debriefs at the conclusion of work. Maintains contact with instructors and contributes to a growing cadre of subject matter experts available in specific technical areas.
- Program Evaluation: Conducts evaluations at assigned project sites that determine course effectiveness, impact of training on participant job performance, and overall responsiveness to client government training priorities and requirements, reviews evaluation results for follow-up; takes corrective and/or improvement actions.
- Program Administration: Prepares and executes project budgets; supervises instructors; procures goods and services; prepares reports; drafts contracts; and initiates and participates in projects to improve administrative systems.
- Manages special projects for PITI and non-PITI business, i.e., website development, APIPA/IGFOA meetings, MOBIS billings, newsletters, conferences, etc.
- Business Development: Markets the Graduate School USA’s capabilities; sets business goals and targets, writes proposals; negotiates and manages partnerships with domestic and international agencies and organizations. Provides substantive input into the development of project’s promotional and descriptive material, including course offerings, project mission and purpose, and technical information for distribution to targeted project groups.
Interact closely with client governments, federal agencies, faculty, and other regional institutions.
Work with a significant degree of independence; confer with supervisor on complex issues.
Job requires regular international travel – 20%.
Knowledge, Skills and Abilities:
Knowledge of and experience with Pacific and United States Virgin Islands governments, including financial management information systems, an ability to develop and deliver training that addresses performance problems for leadership, senior management, mid-level supervisors and technicians.
A demonstrated ability to develop and deliver training and consultative services that address specific problems for insular Pacific and Virgin Islands government staff at all levels. Such services include financial, economic, audit, and human resource needs, among others.
Ability to work effectively with people holding leadership and managerial positions, including insular government Presidents, Ministers, Governors, government line agency directors and staff, and officials of institutions of higher education.
Knowledge of Pacific island cultures; the unique and specific territorial trusteeship and freely associated state government systems of the insular Pacific.
Ability to work with the governments of the Pacific region and to effectively identify and solve performance-related problems in the unique and specific contexts of the insular Pacific and Virgin Islands governments.
Knowledge of concepts of applied management and the delivery and development of training for government leadership, senior managers, and mid-level managers.
Ability to work as a member of a project management team, as well as in an independent fashion.
Knowledge of the concepts of financial management and the application of the concepts in the government contexts of the insular Pacific islands.
Ability to effectively develop program budgets and plans and manage project delivery in an effective and cost-efficient manner.
Knowledge of US Government policies, regulations, and organizational relationships for the insular Pacific island governments.
Knowledge of US Government contracting policies and procedures.
Knowledge of current and emerging adult education theory and training methodology, and an ability to apply these principles in an international setting.
Knowledge of needs assessment methodologies and tools.
Knowledge of instructional methods for classroom and on-the- job environments, including the effective use of training aids.
Knowledge of computer word processing, database management, and website development systems.
Ability to communicate effectively with people from widely diverse cultural environments, where English is used as a second language, and where educational levels of officials, managers, and technician widely vary.
Ability to communicate effectively and concisely in written and oral form.
Ability to prepare and make presentations in public speaking and training situations.
Education and Experience:
Bachelor’s degree required, Master’s degree preferred in a subject area that complements the scope of the PITI-VITI project, such as financial management, accounting, human resource development, policy, public administration, etc.
A minimum of 3 years of progressively responsible experience working with development programs in conjunction with Pacific island and/or US Virgin Islands governments.
A minimum of 2 years’ experience coordinating training and/or development programs, preferably in a Pacific island environment.
